The Mills Community Enhancement Center (MCEC) is an integrated, zero-loss community development engine. Headquartered in Wallace, NC, MCEC combines advanced light-industrial manufacturing, sustainable high-tech agriculture, sovereign clean utilities, and dedicated healthcare transit to uplift rural families, foster youth, military veterans, and aging seniors.
Here is what our infrastructure brings to the region:
1. THE VULCAN LAB: ADVANCED MANUFACTURING & TRADE SKILLS
Local Technical Trades: A state-of-the-art light manufacturing hub equipping local workers, veterans, and foster youth with hands-on skills in CNC machining, digital CAD/CAM design, and industrial 3D printing.
Closed-Loop Plastic Recycling: Reclaiming local post-consumer plastic waste and processing it into commercial-grade 3D printing filament to manufacture our own custom agricultural hardware and replacement components.
Earn-While-You-Learn Apprenticeships: Partnering with regional educational institutions to provide paid, hands-on trade training that keeps talented young adults and veterans thriving right here in Duplin County.
2. THE CERES DOME & AQUATIC COMPLEX: FOOD SECURITY & RESTORATIVE HEALTH
Year-Round Food Security: Controlled-environment vertical hydroponic farming that produces fresh, nutrient-dense greens and produce continuously—unaffected by seasonal weather—to eliminate rural food deserts.
Senior & Veteran Hydrotherapy: An accessible aquatic therapy facility providing warm-water rehabilitation to relieve chronic joint pain, arthritis, and mobility issues for aging residents and disabled veterans.
Ag-Tech Career Pipelines: Training the next generation of agricultural technicians in automated environmental controls, water chemistry, and sustainable crop management.
3. THE SENIOR MICRO-TRANSIT INITIATIVE (SMI): DIGNIFIED MOBILITY
Dedicated Healthcare Access: An ADA-compliant wheelchair-accessible transit fleet providing 18-to-20-hour daily coverage for non-emergency medical care, dialysis runs, clinical appointments, and essential errands.
Closing the Isolation Gap: Connecting rural elders in Wallace, Rose Hill, Willard, and Kenansville directly to healthcare hubs and essential services with real-time tracking and empathetic care.
In-House Maintenance Engine: An organic fleet garage and mechanic apprenticeship pipeline that ensures vehicle reliability while lowering operational overhead.
4. SOVEREIGN & ZERO-LOSS SUSTAINABILITY INFRASTRUCTURE
MCEC is engineered for 100% utility independence and environmental resilience, ensuring our campus never burdens municipal grids:
Atmospheric Water Generation (AWG): Solar-powered systems extracting pure, high-grade drinking and hydrotherapy water directly out of the ambient humidity.
Three-Tier Water Reclamation: 100% water recovery where greywater from sinks and therapy pools is filtered to feed our hydroponic crops, and organic waste is converted into clean biogas fuel and nitrogen-rich fertilizer.
Flywheel Energy Storage (FESS): Subterranean magnetic-levitation kinetic flywheels working alongside solar arrays to stabilize our microgrid, eliminating power loss and protecting sensitive technology.

A Message from the Founder: The Frequency of the Sanctuary
Welcome to the MCEC Sanctuary.
In my work, A Way To The Light, I speak of the journey from the Unknowing to the Knowing—the transition where knowledge becomes wisdom and frequency becomes reality. When I served as a 25U NCO, I learned that a signal is only as strong as its clarity. Today, the MCEC Sanctuary is the physical manifestation of that clarity.
We do not simply provide shelter; we provide Alignment. By grounding the lives we guide in the principles of energy, frequency, and vibration, we are preparing them for the 2037 Vision. We operate with the "Transactional Trinity": being smart, being kind, and refusing to worry.
My book was the blueprint; this Sanctuary is the building. Every child who enters these doors is stepping into the Light, protected by a fortress of practical planning and spiritual truth.
